The CIIA Executive Commitee organised the first "Top manager working breakfast" on April, 17th 2007 at the residency of the Ambassador of Madagascar in France. These personalities debated about a project of a Special Fund forward setting up new activities.

During a first meeting on October 26th, the representatives of the Member States decided to have an informal debate on the strategic axes and the action plan for 2006-2010.
The Members in addition gave a favourable opinion to the admission of 3 new Associate Members : CIRAD, Fondation "Science et culture culinaire" and ISAA (Institut Supérieur de l'AgroAlimentaire).

 The second meeting of the General Assembly was held on December 20th at ENGREF ( Institut of Agricultural , Water and Forest engineering). A consensus emerged to fix as priority axes of actions the installation of an organization in a network around regional poles and of an international offer of of training courses by transfer of French know-how based on local institutions and the resources of Associate Members' expertise. The opening towards countries of Asia and the increase of Associate Members - which already includes of research and/or teaching institutions such as CIRAD, CIRIHA, HELB, ISAA, MéTE, University Hassan II, and large companies such as Air Liquide, Lamothe Abiet, Multivac constitues one of the Commission priorities in order to be able to meet certain specific needs for the Member States.

To implement this action plan, the leading bodies of the Commission were renewed under the Presidency of Madagascar, Spain and France being Vice Presidents. The General Assembly named Patrick Dysseler - President and Director of CIRIHA and HELB (Grande Ecolel Lucia de Broukère) as General Reporter of the Scientific Committee and François-Henri Bolnot, professor veterinary of the ENV of Alfort as Associated Reporter, Michel Foucault still remaining the General Secretary of the Commission.
